Is this a better option than the Standard Horizon HX200?  Yes, the two main differences are the red beacon that activates when in contact with water, and the floating housing.  Both units basically function the same outside of these features.  

Can I use the HX300 camping?  No, Marine radios may only be used on waterways.  A $10,000 fine may be incurred if you use the radios elsewhere.  

Do I need and FCC License to Operate an HX300?  No, an FCC License is not required to operate a Marine Radio.  Marine Radios may only be used on waterways however.
